addon create question

I'm trying to create a simple addon, but I get an error when trying to use the addon create simple command............."Command 'addon create simple' was found but is not currently available (type 'help' then ENTER to learn about this command)"

When I checked the tab completion (see below) is doesn't even show the addon create command.

What am I doing wrong?

addon info       addon install    addon list       addon remove

You need to run this command in an empty directory. Roo will hide the command automatically if that is not the case.
