How can I start the dm Server as a service on a windows server 2003?

You can use something like Tanuki's Java Service Wrapper. This is an OSS project that uses GPLv2, so we cannot distribute it with the dm Server ourselves, but you're free to use it yourself as long as you don't redistribute it.
Just look at the startup script that comes with the dm Server to see the settings you need to pass to the Bootstrap class and create an appropriate config based on that.
