What is the best way to do this

Hi
I am trying to implement Acegi Security System to a web application.
What I need is a way to control the GUI for any user.
What I have is a list of element for each page which some users can view and some not
The List of element will be large as pages and elements will be added to the application
I do not think Roles are the right solution as each user might in theory have its on list of elements
