Is there a planned release date for v1.3?

when can we expect an RC version of 1.3 or is there currently a beta that can be downloaded?

You can check the progress in JIRA.

Besides that you can always take a snaphot of the current development state from CVS. I would not expect any beta releases as there haven't been any in the past.
