I am also unable to access this update site. Eclipse error message is:

Can you also try to delete the p2 repository cache from the p2 directory of your STS installtion? And what version of STS or Eclipse are you running when this error shows up? The update site URL looks just fine... Wondering what network issue causes these problems for you...
I am able to reproduce this problem: Working in Eclipse Juno SR1. Just installed VeloEclipse succesfully through its update site. Couldn't update using http://dist.springsource.com/release/TOOLS/update/e4.2. Saved a copy of my Eclipse directory and then deleted the .../eclipse/p2/org.eclipse.equinox.p2.repository directory. Still doesn't work.
For what it's worth, I also tried using Firefox to access http://dist.springsource.com/release.../e4.2/site.xml and got the Access Denied message that should come from http://dist.springsource.com/release/TOOLS/update/e4.2/. (I don't know if this adds any clarity to the issue.)
For now, I'll just restore my saved eclipse directory.
Let me know if I can assist with further testing; looking forward to installing when this is possible again.
Before restoring the p2 repository cache (see my previous post), I tried the download.springsource.com version of the URL, and this worked for me.
Just for grins, I restored my eclipse folder to the state prior to deleting the p2 repository cache and tried again with the download.springsource.com version of the URL, and this failed. So, as of right now, the p2 repository cache has to be deleted and the alternate URL used.

I think I've found the problem. Some of the jar files being downloaded into the p2 cache are being corrupted. I will look into the cause of that.

Has there been any further resolution on this? I am seeing the same issue. I have tried the above solutions, but nothing seems to work.
And you can successfully access other update sites from within your Eclipse? Just wanted to make sure it is a not a general network settings issue.
As a workaround, you could also download the ready-to-use STS distribution (version 3.1.0 at the moment) that comes on top of Eclipse JEE Juno SR1 and has everything installed by default. Would that work for you?
