What version of tc Server are you using? OS architecture?

I had the same problem. It was a port conflict.
Look in your catalina log file:
25-Apr-2012 14:21:32.198 INFO [WrapperSimpleAppMain] org.apache.coyote.AbstractProtocol.init Initializing ProtocolHandler ["http-bio-8080"]

If this is the problem, you must figure out the port conflict.
On Windows, from command prompt: netstat -a -n -o
check for port 8080 use:
TCP 0.0.0.0:8080 0.0.0.0:0 LISTENING 2128
In my case, PID 2128 was using 8080.
Go to task manager to find process 2128.
Go to view / select columns / command line
Find the offending process and see what is running it. In my case, it as a local oracle express edition that I just killed.
Restart server: C:\tcserver>tcruntime-ctl.bat myserver run
