tcServer and jQuery Modal Dialogs

I've been trying to figure out for days why my jQuery modal dialogs aren't working, yet find when I publish them to a remove server everything works fine. I suspect this is a security related issue yet can't locate anything specific in the docs. Can someone point me in a direction to resolve this so that I can test code on my locally installed tcServer in STS?

I've attached an example that works remote but not locally. Rename the attachment TestTabs.html, and load that page in the webapps directory of any STS application (not in WEB-INF). Locally, in tcServer, clicking on an image does nothing; remotely it pops a modal dialog.
