Default Maven offline can't resolve existing dependencies in local repository

While this could very well be a maven problem it first occured in STS 2.7 in my Spring Roo 1.1.5 project since a few weeks. Suddenly after succesfully working offline with maven set to offline maven can't resolve dependencies that do exist in my local maven repository. Under maven dependencies the correct path is listed.

I've rebuilt the local maven repository index. I rebuilt my roo project in a new fresh workspace.

How can I make maven use the local repository in offline mode? What more can I do?
