How to install plugins?

I have downloaded the formbuilder plugin for grails. I am using version STS 2.7.1 -

question is, how do i go about installing that plugin in STS to start using it.

You should be using the Grails plugin manager to install plugins. You do not need to download it yourself. See here for a little bit on the grails tooling, specifically the section on the plugin manager:

But, it seems like you should also read a bit about what a plugin is and how it can be used. See that here in the grails documentation:
