Roo felix error solution
I just upgraded to Roo 1.1.5 and had a problem with it throwing an org.apache.felix error. I subsequently went back to Roo 1.1.4 and found that the same error was being thrown. I therefore concluded it was a common file they were using. Further note the error was introduced after a few hours of use of Roo 1.1.5 so I concluded it hopefully was something that had arisen during my usage of STS 2.7.1 which I had to manually abort because of hang up.
Basically the solution was to delete .spring_roo_pgp.bpg file in my home directory on linux, I assume a similar file exists on windows.

Could you log this as a JIRA issue please (hopefully you still have the stack trace or can replicate it)?
